Step Two – Add the beef and all remaining dry ingredients (except pasta) to the crock pot. Cook on high pressure for 10 minutes. Add salt and black pepper to taste. Transfer to a slow cooker. Add garlic and cook just until fragrant, about 30 seconds. Sauce over medium-high heat uncovered until the vegetables. Add the chicken stock and tomatoes and bring to a boil. Add some salt and ground black pepper, stir, cover and cook for 10 minutes over medium low heat or until the soffrito has cooked down but has not browned. Place 1/2 of the broth mixture into a blender or food processor.
